Not odd at all, it's a pretty common tactic. Invite foreign military to come train with you, don't really teach them anything they don't already know, and don't let them witness anything that you aren't absolutely certain their intelligence agencies don't already know....THEN you have their quarters and common areas wired up, and you supply them with tons of alcohol. After they become comfortable after some time and get really drunk, they spew secret after secret to each other....while you listen in. Gives you plenty of blackmail material on them, so you can use them as a "source or asset" to work for you.
