Shortly after the earthquake and tsunami, a friend and I went to the beach almost every evening. We were not told until a few months later about the Cesium that was released. Seattle was not warned either. We had no idea we were endangering ourselves. We were looking mainly for floats - the things used for crab pots, if you have watched commercial crabbing on a television program, that kind of thing. They have many uses, and people, including myself, like to collect them. Great fun to watch one coming in on the tide and try to get it before someone else does. A lovely evening of excersize, pleasure, and cancer we didn't see coming.

So many countries offered to help, including our own. Japanese pride is greater than other cultures understand. They could not "lose face" by accepting help. It was better to do the best they could, even if it proved wholly inadequate, than to admit they could not manage it themselves.

Now the disaster has grown to proportions nobody can cure. The only help now is to stop the leakage currently going on, find the other cores, and put an end to it. This type of incident has apparently happened a few times - both attributable to polar bears frightening walrus herds.
Nothing to do with walruses finding themselves without ice due to changing climate.
The most recent occurrence is said to have taken place September-October of 2017,
with scientists again claiming that polar bears had been sighted frightening walruses over cliffs.

WWF employees stationed at the village of Ryrkaipiy in Chukotka notified the Netflix "Our Planet" film crew about the incident.
The film crew caught the tail end of the chaos without crediting the bears for the carnage.
Further, footage indicates that drones were used to capture scenes which may in turn scared even more walruses to their doom.

The summer ice incident was not polar bear related in the news story when it took place. The USG took photos and hushed it up and pulled the story never releasing the photos.

Animal die-offs are a sign. I think for whales and dolphins they become disoriented and confused, beaching themselves, sometimes in numbers...and this confuses the scientists.
