There is nowhere near the diversity in Europe as in Israel and the USA. Israel has 20% muslim population. We aren’t even close to that and european countries are even less, also less non-Europeans.

Hold it. One thing I know a couple of reputable aged care places do - who need to hire minorities/diversity as that is what's available - is they have a policy of not employing too many of one diversity/minority.

They spread it out over many, and don't allow cliques of one minority to build up.

They kind of keep each other in check that way. So, you pair up say an Asian with say an African, and they act/work better in terms of rules and behavior. Less chance to gang up or neglect the third party (the patient).
