I'll preface my statement with another: the use of force is justified to match or exceed the force or threat of force from another. But...

A simple Pat down by first responders would have revealed the patient's pistol. Whatever belongings he had should have been secured first. Scene safety is the first step of all patient care.

I'm a paramedic and I don't have the luxury of being able to shoot bullets at all the scary things. Therefore, I determine the safety of a scene before I commit to patient care. With an unknown man down, I want to know what made him go down before I enter his personal space. I look for: Hazmat, flowing electricity, drugs, weapons, etc. I'm of no use if I go down and become a second patient.

Regarding the use of Narcan: enough should be given take the patient's breathing improve. Leave the second dose to the EMT or Paramedic. A second dose of Narcan frequently leads to a patient regaining consciousness, experiencing immediate withdrawal symptoms, and turning into a vomit volcano.

Only noobs and assholes push Narcan fast and in quick double doses. The latter statement only seems to reinforce the former statements as the primary patient care was done by cops.
