If that was said to Adam and Eve it would include all people that will ever be conceived as they depart New Jerusalem at the end of Re:22.
Any other option means the same thing only a longer explanation is needed.
Once the living water exits God and Christ will say all the names of all the other flesh that has been concieved on the is earth. The first two that dies are the two God killed in the garden and the last are the ones that Christ makes a meal for before He puts them to sleep to prevent the fire at the end of the 1,000 years from sending them to the fiery lake.

The are enough verses available to show the new earth is the angels current heaven and it is a 'land without a people' that will take an eternity to fill with people even at the rate of 100 children in 100 years by each married couple so there is lots of room for expansion at the beginning.
The people alive for the 1,000 years will be a static population because nobody is given in marriage. They are taught how to be shepherds to the flock that will all the people not yet alive until the GWT event 1,000 years later. The Shepherds will call New Jerusalem home and the rest will exit the city and fulfill the closing verses of Isaiah:65. Jerusalem in that chapter is New Jerusalem, the Servants are the people alive for the 1,000 years and the ones being punished are the ones killed by the sword of first as part of the 7 vials which is the first sign of the wrath of God.

Once some pastures are available the other flesh would be resurrected. The creation of this earth took 4B in 8 steps, the new earth could be 'resurrected' in as little as a single week our time as you have 2 supernatural beings both reading out all the names as fast as they can. That is how it also starts with a flourish and then slows down, this earth was the opposite.
One named flesh from the group known as 'other flesh' represents all of them and if the God of the living remembers you in the New Earth era you will be alive and once alive there you are alive forever.
