Looking at the related stories from the above news link, it sure appears that this area is the hood. Looks like there have been several shootings and homicides in the "North Sacramento" area recently and going back awhile it looks like a lot of the crime and violence is in North Sacramento.
Probably already noted in this thread but I didn't see it.

Than you would be wrong. I lived about 3 miles south of the incident and worked in that area for many years. Most of the poor whites are in the Arden, Citrus Heights and Rio Linda. There is a large population of Blacks in South Sacramento and in North Sacramento. In the North Sacramento most live around Grant High School and between Norwood and North Gate.  .
