Yes, I think they did the welding to prevent the large beam from slipping when the bottom is cut off.

Stack of five thick plates welded together on the left to shim the surface even with the large beam, then thinner plate welded to the stack and the large beam to hold it in place.

About the straight cut ... Pic linked below shows a man with a long lance, maybe plasma cutter judging by the possible air hose, making a fairly straight cut on a beam.
