This may be traced to the fact that most rivers flow to the south. Factories, which produced pollution, generally had the workers living downstream and the owners living upstream. Thus, many cities developed and grew with the more expensive areas on the north side and less expensive areas on the south side." As people caught on to the pollution, homes built on top of 18th-19th century landfills, rising cancer rates and lead plumbing in the schools these workers fled to the suburbs...aka "White Flight" in the 1960s-1970s. The incoming ethnic groups were none the wiser. The levels of lead in school drinking water in non-white communities with pre-1980 school buildings is astronomical. Also an underlying cause of low-performance on standardized tests and higher disciplinary infractions. Its the plumbing and the environmental pollution! So not true. |
