They are installed for 2 reasons
1. The meter records usage by the minute so if they ever implement time of day pricing they know your usage to calculate the bill. The old meters only measured the usage not time.
2. They can also communicate with the meter and limit your usage or even turn your electricity off remotely if they ever have a need to.
It is about much more than just a meter reader.......
