Looks to me that the undulating wavelike motion is an illusion. The tail is made up of unconnected segments that move up or down.

By my estimations this would not provide forward thrust.

When the tail moves up, the tip should point down, but it points up.

Think of a scuba fin. It doesn't hook into the water on your thrust stroke, it flexes away allowing the water to exit behind you opposite of the direction you are trying to go which creates the forward thrust.
