As leaders of the G20 group of nations meet in Japan, questions are being raised over actions by the Trump administration to impede the settling of trade disputes. The US government has been blocking the appointment of judges to the World Trade Organisation court which rules on these disagreements. Without enough judges, the court may soon be unable to function. Critics argue this is a deliberate attempt by the US to undermine the workings of a body to which President Trump has been openly hostile.

Dutch Prime Minister Mark Rutte discusses Italy's fiscal stance with Bloomberg's Yvonne Man on the sidelines of the Group of 20 meeting in Osaka. “I have seen nothing which would suggest they can escape this excessive deficit procedure,” Rutte said during the interview on "Bloomberg Markets: European Open."

U.S. President Donald Trump’s latest accusation of currency manipulation has foreign-exchange analysts game-planning the administration’s next move.

Trump tweeted Wednesday that Europe and China are playing a “big currency manipulation game,” days after he declared a tariff ceasefire with Chinese leader Xi Jinping. For market observers, the president seemed to suggest going beyond mere jawboning. His call to “MATCH, or continue being the dummies who sit back and politely watch as other countries continue to play their games” has strategists considering the possibility that the U.S. Treasury could intervene to weaken the dollar.

The U.S. hasn’t intervened in FX markets since 2011, when it stepped in to strengthen the dollar as part of an international effort after the yen soared in the wake of that year’s devastating earthquake in Japan.

But with Trump’s repeated complaints about dollar strength -- even after the U.S. refrained from formally labeling China a currency manipulator at the end of May -- anything is on the table, according to Canadian Imperial Bank of Commerce.

The European Commission decided to withhold disciplinary action against Italy over its debt after the government in Rome offered fresh commitments that address some of Brussels’ concerns.

“The commission has concluded that a debt-based Excessive Deficit Procedure for Italy is no longer warranted at this stage,” Economic Affairs Commissioner Pierre Moscovici told reporters in Brussels on Wednesday after a meeting of the European Union’s executive arm.

“We will need to continue to monitor Italy’s budgetary execution very closely in the second half of this year,” Moscovici added, citing the assessment of the 2020 budgetary plan due mid-October.

The commission’s decision marks a significant detente between Italy and the EU after a months-long tussle over the country’s debt mountain.

The two sides have been clashing over fiscal policy since the Italian populist government took power last year. Brussels wanted swift action to cut Italy’s debt load, the second-biggest in the euro area. But Rome argued that its fiscal targets meet EU rules and that it needs to cut its deficit slowly to jumpstart the economy after years of stagnation.

JAPAN

More than one million people across the Japanese island of Kyushu have been ordered to evacuate, amid warnings of landslides and floods brought on by heavy rain.

Authorities urged residents in parts of Kagoshima and Miyazaki prefectures to move to safety immediately.

One elderly woman in Kagoshima city died after a mudslide hit her home.

Prime Minister Shinzo Abe has told residents of the cities to "take steps to protect their lives".

Kagoshima prefecture has asked Japan's self-defence forces to help with the relief efforts, Governor Satoshi Mitazono reportedly said.

UK warehouses are "full", raising doubts about the ability of UK firms to stockpile goods ahead of a potential no-deal Brexit on 31 October.

"There is no available space," Peter Ward of the United Kingdom Warehousing Association (UKWA) told BBC Newsnight.

The estimated vacancy rate for warehouses of over 100,000 square feet nationwide for the second quarter is 6.8%, data seen by Newsnight shows.

In the "inner M25" area the vacancy rate has fallen to just 2.2%.

The nationwide figure is slightly up on last year but, according to experts, still suggests virtually no spare capacity to cope with additional stockpiling.

A decade ago, the national vacancy rate was as high as 23%.

"The market, as represented by our members, is full," said Mr Ward

ritish Prime Minister Theresa May is slated to give a speech on Thursday warning her successors of the threat of a no-deal Brexit, the term referring to the United Kingdom leaving the European Union (EU) with no agreement about the process.

May, a member of the Conservative Party, will step down from her role as PM due to the lack of a deal on the Brexit issue, and is waiting for a fellow Conservative Party member to take over. May sought a deal that failed in Parliament which would have given the U.K. a 21-month transition period to negotiate trade deals.

Financial services firm Moody's has warned that the U.K. will be plunged into a recession if it leaves the EU without a deal.

The Conservative Party will meet Friday to discuss appointing May's possible successor on July 23, with former Foreign Minister Boris Johnson and current Foreign Minister Jeremy Hunt as the top picks. Both Johnson and Hunt say they are prepared to walk away from the EU without a deal on Oct. 31.

The EU will also be experiencing a change of leadership, which could influence the Brexit negotiations.

The EU nominated new leaders on Wednesday, with German Defense Secretary Ursula Von der Leyen to replace Jean-Claude Junker as President of the European Commission and Belgian Prime Minister Charles Michel replacing Donald Tusk as the head of the European Council.

Iran’s president Hassan Rouhani warned European nations Wednesday that Tehran will "take the next step" in increasing its uranium enrichment closer to weapons-grade levels this coming Sunday if they do not offer a new deal by then, adding that they will increase it to "any amount that we want".

Speaking at a Cabinet meeting in Tehran, Rouhani said: "In any amount that we want, any amount that is required, we will take over 3.67.

"Our advice to Europe and the United States is to go back to logic and to the negotiating table. Go back to understanding, to respecting the law and resolutions of the U.N. Security Council. Under those conditions, all of us can abide by the nuclear deal."

Iran's nuclear deal currently bars it from enriching uranium above 3.67%, which is enough for nuclear power plants but far below the 90% needed for weapons.

ROME — In the battle over Italy’s spending plans, Brussels was dominating. Not any more.

On Wednesday, the European Commission is expected to delay a decision on sanctioning Italy over its budget-busting spending plans.

The move comes after Prime Minister Giuseppe Conte and his Cabinet came up with a plan Monday to cut about €7.6 billion from this year’s planned spending.

Conte’s plan offers little clarity on the Italians’ intentions for 2020, but Commission officials judged it enough to justify putting off a decision, at least until after next year’s budget is approved in the fall, according to two people in Brussels and two government officials in Rome.
