Not trying to be controversial but why did they not spend the money on removing civil war statutes on replacing the failed pumps that keep the city from flooding?

There have been many reports of misused funds from Katrina for the pump and levees system that was diverted to other areas! Beautiful and wonderful city, grew up nearby, but the city officials corruption has placed a death call on this historic city.
