Yes this is true. The River is supposed to get up to 19 feet and flood stage is 20 feet. The levees in St. Bernard are all only 20 feet. And some areas in New Orleans are at 20 feet as well, but most are higher. In contrast, the levee by my house in Jefferson Parish is 27 feet so we are well protected.

So...you've got the Mississippi River already full, a storm coming that will dump possibly 25" of rain, you have a storm surge of 3-5 feet, plus tides coming in that will back everything up...and then...that storm is going to go up the Mississippi river dumping more rain that will flow into the river causing it to rise even further.

You're trusting a levy to hold up under all of that? ...assuming that it will not overtop, which I would not trust knowing what all is coming.
