A pound is a unit of weight. If one item is denser than another, it will weigh more but take up less space. So the pound of lead will be a relatively small amount you could stick in a pocket. A pound of feathers would be the filling for a good-sized pillow.

This is totally dependent on whether or not it gets emersed in a liquid, from a purely observational standpoint, the scale the liquid was placed on will still read a pound was added, whether or not it sinks or floats.
