Yes. The other answers are probably wrong. Before leaving Earth, Neil had handed a piece of paper to his brother with this line written on it, except it was grammatically correct. Even worse, Neil lied about it in saying that he thought of it after landing on the moon yet before the first moonwalk. Even worse still, Neil probably lied about the missing “a” when he claimed it was said but not transmitted! The omission of “a” is natural only if they were not his own words, but words he was given to by someone else. Therefore, most likely Neil was given this line and didn’t even come up with the words. Almost certainly, Neil was in the process of memorizing the line when he saw his brother. That’s why they were on paper in the first place. I can’t see any other explanation.
