3 steps to knock out the crazy and unstable.
First, new gun ownership proposed law would include in order to get a license to buy a weapon, pass a safety test similar to a divers license. Very Basic.

Second, you must take and pass a US Constitution, and Bill of Rights test and pass with 80% or greater.

Third, on top of that since the purpose of owning a weapon in the first place is not only for self defense but to be part of a well regulated militia, gun owners would have to swear and oath to uphold the US Constitution and Bill of Rights and perhaps be registered with a local Militia group or gun club.

These three steps could weed out crazy and unpatriotic people.
