3 steps to knock out the crazy and unstable.
First, new gun ownership proposed law would include in order to get a license to buy a weapon, pass a safety test similar to a divers license. Very Basic.
Second, you must take and pass a US Constitution, and Bill of Rights test and pass with 80% or greater.
Third, on top of that since the purpose of owning a weapon in the first place is not only for self defense but to be part of a well regulated militia, gun owners would have to swear and oath to uphold the US Constitution and Bill of Rights and perhaps be registered with a local Militia group or gun club.
These three steps could weed out crazy and unpatriotic people.

However, in this day and age with so many mentally unstable young people, it is time to week out those that are responsible and reliable from those that are not. Gun ownership I think must take on the appearance of a privilege as to encourage better mental health in ones self. It would deter those unfit to take simple knowledge base steps from owning weapons that could be misused. You do know these shooting are Globalist Cult mind control operations?
