No agensy can manage Him. They are keeping a status quo on Him because that's the Order about anything Supernatural. Since he isn't an initiate, more of a pure bred type, he isn't allowed into the "Circle". He might end up with the people who created Him, the Triads. That's the least he could do. Seeing the world corrupted as it is, he is really confused as to which side to take. His ally is the divine. And most fear Him. But that's alright, because he wants to be left alone.
