I was in finance[xtockbroker] and my Canadian associates would say that..about different stockplays .. I assumed they meant some sort of scam.

It means, lets say you drive by a bunch of city workers and they are al leaning on their shovels and not doing jack squat. They are screwing the dog and they have to sell the puppies to make the money back from all the work they are not doing.
