There has got to be more to this story than reported. I find it hard to believe any school official, unless bugged out their ever loving mind, would do this.

What kind of weird ass school has this specific a dress code???

current dress code says hair:

• Must be clean, neat and well groomed

• Distracting colors are not allowed.

• Mustaches, beards, or goatees are not allowed.

• Sideburns must be kept neatly trimmed and must not extend beyond ear level.

• Head coverings such as hats, caps, bandanas, or hair rollers are not allowed. (An exception will be made for religious headwear)

I love how they have to mention the kid is black and the teacher is white, because obviously that's relevant to the story.

I mean it's New York City... The heart of KKK country where teachers don't deal very often with African American students. So it makes perfect sense to consider this a hate crime.
