This is NOT the only possibility, you're trying to use this as a false dilemma which is the same thing the damn Democrats do every time they demand on banning guns. The argument is always "well either we do this or we can't do anything." Wrong.

I'll give the president credit for wanting to open up mental institutions again, I agree with that idea. There are some sick fuckers out there who need to be institutionalized. None of that requires monitoring people through their devices, they've had multiple contacts with law enforcement over the years without any of that being used. Same goes for most of these shooters, usually they've already had run-ins that just weren't properly investigated or dealt with, and should have been an institution with a thorazine drip strapped to their arm years ago.
