McConnell said he wouldn't allow a vote on the bills because they were "so partisan," but, as previously reported, earlier this year McConnell received a slew of donations from four of the top voting machine lobbyists in the country. The plans would likely burden the two largest electronic voting machine vendors in the United States, Election Systems & Software and Dominion Voting Systems, with new regulations and financial burdens. Together, the companies make up about 80 percent of all voting machines used in the country and both have far-reaching lobbying arms in Washington D.C. Many of those lobbyists have contributed to the McConnell campaign. Thursday's first bill, presented by Senate Minority Leader Chuck Schumer would authorize $775 million to bolster election security and require states to keep paper trails of all votes cast. The second, presented by Senator Richard Blumenthal, would require political candidates and their staff and family members to notify the FBI about any offers of assistance from foreign governments. McConnell blocked both of them from a Senate vote. McConnell's actions seemed even more out of balance with his party, as the Senate Intelligence Committee—led by Republicans—released a report later on Thursday claiming Russians have targeted voting systems in all 50 states in 2016. NOW WHAT? This means the agency that enforces and regulates the nation’s campaign finance laws will effectively shut down — something that hasn’t happened since 2008 — because it won’t have the legal minimum of four commissioners to make high-level decisions. For now, the FEC can’t conduct meetings. It can’t slap political scofflaws with fines. It can’t make rules. It can’t conduct audits and approve them. It can’t vote on the outcome of investigations. [link to publicintegrity.org (secure)] ----- This all sounds like good news for Moscow Mitch and his campaign contribution gravy train. |

The FEC no longer has enough commissioners to gather the legal minimum of four members for a quorum, meaning it can’t make decisions. Who’s to thank for that? Who else? Moscow Mitch McConnell. Quoting: Anonymous Coward 72504158 The FEC was formed in 1974 by the Federal Election Campaign Act, which set contribution limits for individuals, political parties, and PACS. Commissioners from each party are nominated by the president and approved by the Senate for rotating six-year terms, and no party is allowed to hold a working majority of seats. Nominees are traditionally appointed in pairs: one Democrat, one Republican. Their six-year terms are staggered so two members—one Democrat and one Republican—complete their terms every two years. Theoretically. The catch is that, if no successor is confirmed, the commissioners stay on indefinitely, as long as they are willing. Since McConnell—who has built his latter career on destroying campaign finance law—became majority leader in 2015, not a single commissioner has been confirmed. His opposition stretches back to his time as minority leader as well. In 2009, President Obama nominated labor lawyer John J. Sullivan for a seat. He received a unanimous vote from the Senate Rules Committee in June of that year, and then … never got a vote. He withdrew his nomination a little more than a year later because the Senate wasn’t going to vote on it. Because McConnell wouldn’t work with Obama to name a companion Republican nominee, and Sens. John McCain and Russ Feingold—the campaign finance dynamic duo—filibustered. So what does that mean now? The FEC can’t “conduct meetings … slap political scofflaws with fines … make rules … conduct audits and approve them … vote on the outcome of investigations.” What its staff can continue to do is “post campaign finance reports and attend to day-to-day functions,” but “the commission itself can’t offer official advice to politicians and political committees who seek it.” In the words of Adav Noti, a former associate counsel at the FEC, what they can do “in absence of a quorum is push paper around. … Literally.” [link to www.alternet.org (secure)] Funny how the Democrats are so concerned about the Russians now but in 2016 when Obama was warned he and the Democrats laughed it off So for them and you as a liberal to attack mitch when you didnt give a fuck in 2016 Is fucking stupid The reason they didnt do anything in 2016 is because they bnb needed a backup plan in case trump won, blame the russians And it's exactly what they did |

No more than three commissioners can be members of the same political party, and at least four votes are required for any official commission action. |
