I think this is all about money, it's kind of like the pharmaceutical companies in the 80s threatening to pull out of the vaccine business because of liability.
The power companies want to be relieved of any liability for fires started by power lines. They are playing hardball until people beg the state to do something about the outages.
These companies are all in bed with left wing politicians so expect legislation to be introduced limiting utility companies liability.
I live in Southern California, SDGE pulls this same crap
