The Constitution simply says that the House has the sole power of impeachment. Ultimately, if the House wants to impeach someone, it needs to muster a simple majority in support of articles of impeachment that can be presented to the Senate. How the House gets there is entirely up to the chamber itself to determine.

There is no constitutional requirement that the House take two successful votes on impeachment, one to authorize some kind of inquiry and one to ratify whatever emerges from that inquiry. An impeachment inquiry is not “invalid” because there has been no vote to formally launch it, and any eventual impeachment would not be “invalid” because the process that led to it did not feature a floor vote authorizing a specific inquiry.

What house rules say, there must be house rules for Impeachment, If no rules are set forth House rules Precedent take hold.

Let me explain something for you:

The Congress is bicameral and is composed of two chambers - the House of Representatives and the Senate.

The House hears debate on articles of impeachment and then votes on them.

The Senates conducts a trial based on those articles and then votes on whether an officer, such as the president, should be convicted and removed.

Well what's he supposed to say? I think he'll vote against conviction, but he has to be able to say it was based on the evidence. If a senator says now that he'll vote to acquit no matter what, that can be an argument that they should recuse themselves.

I agree. As an analogy, if during jury selection a potential juror says "I will not vote to convict s person if capital punishment is possible", that juror would be rejected if the trial was for a capital offense.

False.

The Constitution simply says that the House has the sole power of impeachment. Ultimately, if the House wants to impeach someone, it needs to muster a simple majority in support of articles of impeachment that can be presented to the Senate. How the House gets there is entirely up to the chamber itself to determine.

There is no constitutional requirement that the House take two successful votes on impeachment, one to authorize some kind of inquiry and one to ratify whatever emerges from that inquiry. An impeachment inquiry is not “invalid” because there has been no vote to formally launch it, and any eventual impeachment would not be “invalid” because the process that led to it did not feature a floor vote authorizing a specific inquiry.

I don't know that much about the House, I enjoy watching the Senate more. And they have rules for everything. When Mitch wanted to get rid of the filibuster for SCOTUS nominees, there was a sequence of something like 20 steps he had to do, and he did them in rapid order, but everything formal. Sometimes he says what sounds like a whole string of gobbledygook, but it's the way you do stuff under Senate rules.
