The government website which is linked in this thread says you only need a drivers license.
My brother's wife was a landed immigrant and had her drivers license LONG before she became a Canadian citizen.
Only her conscience kept her from violating law. A law that the government doesn't seem to care to enforce, and actually encourages breaking.
