Rather than carpet bomb the cartel, (and they could have but did not because it would have killed to many ordinary people) they let the cartel have it's way this time.

The problem is over regulating something. The cost of licensing, bureaucratic red tap, excessive taxes, causes the legal prices to be above the illegal prices.

The corporations want it like this so they can scoop up most of the industry under a branded scheme.

Shelve space in stores are almost exclusively branded products.

Drugs, booze, cannabis, etc, are all under the microscope of the corporate world. They want it all, and they will get it.

That's because the state government could even fuck up a free lunch! They're trying to make too much money from it themselves and have priced their product out of reach for most people. It's the same thing they do to tobacco: people just go somewhere else to buy it if they want much of it. Those legal dispensaries are taxed and regulated to the eyeballs, by the state, and pay a fortune for insurance because of the high risk of robbery. Pot is not exactly 'legal' in CA, else you could raise it in your backyard like tomato plants and nobody would care.
