"Deep State" - CIA, NSA, FBI, etc. - number one priority not "national security", the constitution, etc, but - survive (keep budget at least the same) and thrive (increase budget).
The pentagon is no different.
Establishment whores (e.g., Hillary, Jeb, etc.) assure they survive and thrive.
Non-vetted, non-placed, uncontrolled Trump - maybe not.
