It is a flattie LIE that the horizon rises to eye level. You can test it yourself but I bet you won't. You could get a theolodite, or a theolodite app, or build your own like this guy

If the horizon truly rises to eye level and we can see that the eye is level by looking across the tubes, they it does NOT matter if it is lifted. Not my fault you don't understand your own lies.
