MANY people are in the know - but know better than to discuss openly. They wouldn't have this knowledge if they couldn't be trusted. They have in fact been "tested" more than a few times to make sure they can be trusted...

Think about the normal growth in technology. The advances made in ten years can be matched in the next single year - that's how fast the tech can advance.

Then think about the last significant "invention" that has been allowed. The fact is, we are only seeing the tech that was developed in the early 1960's. Just imagine the "toys" that we have now that are multiple generations beyond what is commonly known to the public.

The short of it...

The people the US sends overseas (and some domestically) to do the really dangerous work they wouldn't send their own family members or citizens to do...the spy work...the internal sabotage in a variety of global locations including domestic...the public roles, etc...are generally political prisoners, war criminals, and war orphans who never had any real choice other than join or rot in a prison cell until you die.

Hence, the recruited have false identities and those who were born in those situations have never had real documents to begin with...born ghosts.
