French Office of Immigration and Integration (Ofii) had justified this change of card by, on the one hand, a security concern to prevent asylum seekers on the street being stolen and, on the other hand, by the impossibility to withdraw from the distributors sums below 10 euros. Faced with criticism of this new card, Ofii has announced that a "cashback" device - a system of liquidity return after a payment in blue card - would be available in most supermarkets in France.
