The Satan works for God being the Evil inclination in man, THE ADVERSARY, Accuser and prosecuter of the supernal court. Only with permission from God can he do anything. God said of Pharaoh that the Egyptians would know who He was by the works that He did against them.

"The Egyptians will know that I am the LORD when I gain glory through Pharaoh, his chariots and his horsemen." Exodous 14:8

There are differences to how God reveals Himself. King Cyrus didn't even know who God was until Daniel told him. God did use Cyrus to free His people from Babylon, but He also punished Babylonian leaders like Nebuchadnezzar.

If you go back to King David being chosen to lead Israel, God saw David's heart and knew his ways even before he used him.

So I'd say that God uses people according to their own hearts.

God had a plan to show Himself to Egypt, and so at times He hardened Pharaoh's heart.

Exodus 9:12:
But the LORD hardened Pharaoh's heart and he would not listen to Moses and Aaron, just as the LORD had said to Moses.

God wanted the people free, but also wanted Egypt to know that He is God.
