When Pres. Trump puts on tariffs, are they in response to other countries actions/inactions only?

All of these countries have had tariffs on us for ages. For some reason that's fine, but when we do it back, it's terrible. Real free trade means no tariffs on either side. That's the end game for Trump. He's made it crystal clear that wants all tariffs removed theirs and ours. It's time for these other countries to put up or shut up. Either we do business or we don't. This one-sided bullshit has gone on for too long. It's either give and take or GTFO. Take and take more doesn't cut it anymore.

Thanks for this. Would be interesting to see a flow chart on tariffs, increases, removal, or reduction of rates, by product, between the US and a specific country, like China, with dates of enactments and reasons stated for them by each country.
