They are opening a criminal investigation:

Police Deputy Commissioner John Tims did not go into details of the criminal investigation but said it would sit alongside an investigation by health and safety regulators. The announcement indicates authorities are concerned safety standards may have been breached.

I would assume that anybody taking a cruise to visit an active volcano would have been informed of the risks and signed waivers.

Any geologist I know would have accepted the risk and taken the tour.

It's not illegal to visit Syria. I have an American facebook friend who went on a tour there in October.

On the other hand...

Malaysian Airlines flew passenger jet MH17 directly over the most critical active battlefield in a war zone. That was a clear violation of the Chicago Treaty on Air Safety.

Was it pilot error or the Kiyiv Air traffic control that should be held responsible?

The Air Traffic control records have been destroyed, but the pilots should have known that there was no air traffic control in that area. The Donetsk air traffic control tower responsible for that area had been blown up. That was their first clue.

The civil war in Syrian only affects the north of the country at this point. It's hard to get a visa, but their tourist industry is recovering.

From the appearance of the smoke their burns were scalds from super heated steam, like a boiler explosion on a World War naval vessel; very painful. God be with them.

NZ Police stopped a helicopter pilot from going back in to rescue more people, after he had saved dozens in 3 flights. The pilot said that was the hardest thing, being stood down by our corrupt filthy pigs.

Don't see how. When people leave the cruise ship for day excursions, the ship doesn't have control over where they go. Now if the cruise set this up as part of the package price, then yes, but I doubt that is what happened.

The cruise line didn't drop them off on the dang volcanic island for petes sake! They docked at port on a safe island. They didn't force anyone to leave the ship. People leave to explore on their own. That's what cruise ships do. Float around, dock at ports. You can stay and wait for the ship to leave port or go somewhere and make sure you are back in time! gee

I think the government of New Zealand will take responsibility this, for allowing access, and the official information about level of volcanic activity was very wrong.

GeoNet, which monitors geological hazards in New Zealand, placed the volcano alert level at a three out of a five-point scale during the eruption; it remained at that level Tuesday. A week before the incident and leading up to the eruption, the alert level was at a two.
