Personally I think the pigeons don't seem to mind wearing cowboy hats.

here's why:

1) they aren't trying to take them off.

2) they don't interfere with their ability to fly.

3) their eyes are protected from the bright sunshine in Las Vegas

I was there last week. Didn't see pigeons with cowboy hats but lots of humans wearing them. Rodeo was coming to town, billboards all over the place and hotel prices were jacked up.
Maybe they could make them from starch, like the packing peanuts used for shipping stuff, so they eventually dissolve.
