This is speaking of the Babylonians. They were unspeakably cruel to God's chosen people, They desecrated the temple of God as they carried the people away as captives.

In order to understand this you have to understand God's ways. In a very real sense it was more merciful for God to kill the young children who are automatically safe in Christ, then to let these children grow as pagan adults.
