Man has made himself weak thru modern medicine.

Long ago, there was no mass allergy or disease because the weak died off and those genes didnt procreate. Now with modern medicine, weaker gene pools have grown exponentially.

Obviously as they are army, they'd also be able to deal with civil unrest issues as well as medical issues, so I reckon it's a mix of both
