There is also nothing said about them having to give the house back. Nothing was stated about who will pay for the cost of their security, which the British are very angry about. They will not get income from the taxpayer, but if they're allowed to use the Duck and Duckess titles (typo but I'm keeping it) on their SussexRoyal website (key word: Royal), they won't need public money. I think you are right, it was all a distraction from Prince Andrew. the Queen said herself in her, statement: "Following many months of conversations and more recent discussions" The Firm new this was coming. I imagine that nothing is done within the Royal without approval from many people. The Queen might have an agenda and need Prince Harry to be in Canada as underlining job. Who know what they want.
