The plan for Richmond is keep Joe Public from flying drones and getting footage of anything the State doesn't want you to see. Control the narrative by controlling the physical environment, add in crisis actors/agents provocateur, exclude free media.

They can create any damn story they want out of it. Hell, they might make it a movie of 100 patriots gone wild assaulting the state house, dozens dead and nobody would be the wiser.
