To create a system where every vote counts equally, the Constitution must be amended. To do this, Congress should pass legislation reducing the size of Washington, D.C., to an area encompassing only a few core federal buildings and then admit the rest of the District’s 127 neighborhoods as states. These states — which could be added with a simple congressional majority — would add enough votes in Congress to ratify four amendments: (1) a transfer of the Senate’s power to a body that represents citizens equally; (2) an expansion of the House so that all citizens are represented in equal-sized districts; (3) a replacement of the Electoral College with a popular vote; and (4) a modification of the Constitution’s amendment process that would ensure future amendments are ratified by states representing most Americans." |

The USA had temporary "capital" locations until the matter could be fully addressed. There was never any intent, or tolerance for the idea that the nations capital would be part of any State. The location for Washington, District of Columbia was finally settled on. The State of Maryland donated the land for the new capital. The only stipulation Maryland demanded was that if the nations capital was ever moved, the DC area would revert back to Maryland's control. I do not recall any other stipulations. Many years ago Jesse Jackson was agitating for statehood for DC. I do not recall if the real reason for squashing this stupid and illegal idea came up. The pubic discussion revolved around how it could support itself. The DC State morans said it could be funded by everyone paying for access to the various government facilities. That is obscene. Jackson is not a retard like Al Sharpton, but e is still not very bright. The Harvard pukes need to pause the anal sex for a while and come up for air. |
