You can't expect to find American or European attitudes of political correctness (something unnatural that was thrust upon the West to bring down it's social order) all over the world.

I am sure you can find countries where local hotels will not allow white people for instance because they are the different other.

China has been having problems with the Nigerian drug dealers though, and they want to protect themselves.

Even worse is Japan, like China they are a monoculural society, and foriegners have a particularly difficult time there.

It's just the natural order of things, people will trust their own kind above others and feel more comfortable around them. It is that way in the African countries too, particularly in Arab speaking North African countries.
