Maybe, maybe not. But sometimes it takes a big alarmist nothingburger to make people be more aware of actual important things they should be doing in day to day life to be prepared for big events. I sort of slacked on my preps for past 3 years, but this has perked me up to point of being that woman who buys uo "all the stuff", and i dont feel bad about it or regretful, cuz i know those masks & shitty canned foods will come in handy in due time... even its just for spray painting or a hankering for chef boyardee. The folks that may have just newly perked up to idea of prepping thanks to the wu kung flu could feel stiffed if nothing significant happens will feel satisfyingly ready, and those that are unprepared will continue to go about life unprepared. We know what happens to those people in an actual crisis.
