I know this neighborhood real well and it’s been a hell hole since the late 90s . The crack and meth heads are everywhere in this neighborhood. I bet it is white dude that is strung out on meth or crack when the truth finally comes out. I had a friend that live there a year ago and you better be packing when you go in that neighborhood. My friend and i both have a gut feeling it is a white dude in that neighborhood. Mother should have never taken her eyes of that child knowing the conditions.Rest in peace little girl.
