Flares with parachutes dropped from high altitude pose no risk of starting fires by hitting the ground.

I have shot 100s if surplus hand held rocked propelled parachute flares and never had one come close to hitting the ground before they went out. The ones I have fired off burn 45 seconds to a minute.
I would imagine ones dropped from a plane could last 5 minutes or more.
