There are licenses from the FCC - Federal Communications Commission.
Quoting: Anonymous Coward 74238146 FCC licenses broadcasters, and this includes both news and entertainment. However, CNN and I assume MSNBC are both cable news networks. There is no licensing for cable, and they can pretty much say whatever they want so long as it is not libelous. NO government agency regulates cable for content. Quoting: GA Girl ' The Federal Communication Commission’s rules and regulations relating to cable television include carriage of television broadcast signals, commercial leased access, program access and carriage, commercial availability of set-top boxes, emergency alert systems and the accessibility of closed captioning and video description of television programming."
