To have high power in any area of the U.S., you need a license. However, most cable headends receive content via satellite feed, and the frequencies used for that are licensed by the FCC. Additionally, CNN & MSNBC would also have business licenses. They also use satellite feed for remote out in the field. Although, some of this is being done over the internet, now.
