They didn't take the time when he was young and the task was easy, now they have a serious issue to resolve with a a child that is almost adult sized, with an under developed brain.

IMO, Kids will test adults until they have found the adult's limit. From that point it is a matter of them being CERTAIN that there will ALWAYS be consequences.

There must be a meeting of the minds as to when the point of no return has been reached, prompting the consequence and delivery of the discipline will commence without exception. That establishes who is in command and how to maintain a respectful relationship.

That has to be applied to dialogue discourse and general acceptable behavior to establish a set of standards.
