It's certainly not the best and most efficient solution, which would be to get neighborhoods, towns, and cities in good order.

But government doesn't know how to do that and most of the system, from lying media, suppression of truth on the internet, and secret government plans, to general cluelessness and apathy of most people (also the fault of the system that promotes corruption and nepotism, and feel good affirmative action over competence and solid moral fabric)... well, people just don't know how to live in communities.

The best preps would be local militias, with total community involvement, laying out emergency plans for the most likely kind of emergencies, and efforts to make almost every community self sufficient. The victory gardens should already be growing around every suburban home and in every available space in cities (For instance: fruit and nut trees along railroads and highways, gardens in some portion of parks, etc.) Every community needs to make sure it has people with blacksmith skills and tools, etc.

Those preps would make sense and ensure that most communities can weather any storm with minimal disruption. And people need to be warned that they will be shot on sight if they are caught rioting or looting.

NOT prepping is selfish. Who do you think is responsible for taking care of you, OP. Your government? Your neighbors? Are you going to steal from those that had the foresight to prepare?

They knew who had the food because they would shut their doors and curtains and barricade themselves. The starving would break in and literally take the food from the mouths of those trying to consume it before it was stolen. With indignation that they would dare eat the food before it was stolen.
