I think the point Kennedy was trying to make, is that as the DHS sec. this guy should be involved and on top of things from a security perspective. He was not being asked anything particularly technical, medically speaking. He was being asked basic numbers, and questions about preparedness. DHS cant just say "oh well thats not my area of expertise, ask someone else". They need to be up to date with at least basic numbers, and apparently this guy didnt bother to do his homework.

IIRC, the Department of Homeland Security was formed following 9-11, when it was discovered that some Alphabet Agencies had had information that if OTHER Alphabet Agencies had had the same information it might have made a big difference. So the idea behind DHS was that they would filter ALL the information from ALL of the Alphabet Agencies and compile it into a more comprehensive format.

Good concept, but it doesn't seem to be working all that well.

And they've had nearly 20 years to get it right.

Like many on here, I'm not looking for government to take care of me.

However, since government employees exist, getting their nice salaries and corner offices to do their ever-so-important jobs, I expect them to at least know what they're supposed to be doing.

From the DHS website:

I would imagine that, in order to do his job, he would need to interface with other governmental departments to get the best possible (and most accurate) information available. Especially before he goes up to the Hill to testify.

That's how I operate in my own, very limited capacity. I'm not responsible for everything that happens in the company for which I work, but I still need to understand how other departments' operations impact, and interface with, my own.
