Place FISA judges and staff under surveillance. That will put a stop to all the partisan bullshit. Make them accept 24-7 snooping on themselves or NO CUSHY FEDERAL JOB.

Same goes for congress.

Also, force all those federal employees into Obamacare ACA exchanges. No more preferred care. Fuck them all.
