It certainly is good for recruiting especially when dod enacted pandemic response plan last week. That plan specifically limits contact with the civilian population .

I wonder if they lost people from the National Guard after they started to deploy them. When was it? During the Iraq War?

For as long as I can remember, National Guard members would train one weekend a month, get paid, and get all kinds of government benefits.

Years ago, I knew men who laughed at the government for paying them for playing war games one or two days a month on US soil. They were never in danger. Once the Bush administration deployed them to Iraq or Afghanistan, they were saying....Hey, how dare you do this to us. We were supposed to have it easy only once a month.
